The rule, in plain language

The suffix -ment shows up in German mainly in words borrowed from French or Latin, and the general tendency is for these nouns to be neuter (das). In our current list of 2,400 frequent words, though, the pattern doesn't occur at all - 0 words, 0% coverage - so we have no verified examples or exceptions of our own for it.
